A key figure in the campaign against using child chimney sweeps was Jonas Hanway, a philanthropist who, in the late eighteenth century, began advocating for legal reform. His efforts led to the Chimney Sweepers Act of 1788, which aimed to regulate the trade and improve working conditions, but enforcement was weak.
The movement gained momentum with the work of Lord Shaftesbury, also known as Anthony Ashley-Cooper, the 7th Earl of Shaftesbury. He was a prominent social reformer who campaigned tirelessly against child labour. His advocacy contributed significantly to the passing of the Chimney Sweepers and Chimneys Regulation Act of 1840, which made it illegal for anyone under the age of 21 to work as a chimney sweep. Despite this law, enforcement remained a challenge, and the practice continued clandestinely.
In an unfortunate turn of events, when boys were less available, some unscrupulous master sweeps began using girls. This was especially noted in parts of the UK where enforcement of the existing laws was lax. Girls, like the boys before them, were subjected to the same hazardous conditions and mistreatment. This practice, however, did not last as long. Public awareness and continued campaigning by reformers like Lord Shaftesbury and organizations like the Society for the Suppression of Climbing Boys played a crucial role in its decline.
The campaign against using children and girls in chimneys gained further traction leading to the Chimney Sweepers Act of 1875, which finally mandated proper licensing for chimney sweeps and made it the responsibility of the police to enforce these regulations strictly. This act effectively ended the use of children in chimney sweeping in the UK.
The horrors faced by climbing boys and, briefly, girls in the profession underscore the importance of social reform and the protection of vulnerable populations. The concerted efforts of activists and reformers over nearly a century highlight a critical period in the history of labour rights.
